
ELLEN J. TOUPS
President and Founder
Over the span of her career, Ellen has done a little bit of everything. Beginning in hotel sales, she worked her way through an array of management positions in marketing, exhibit sales and meeting management. She brings her knowledge of the industry to every project.
Ellen decided to combine her diverse experience with her desire to make a difference. The result is Outsources, a full-service meeting and marketing firm. Outsources blends social consciousness with exceptional association management services for clients who lead the charge on issues that affect all of us.
Throughout her career, Ellen has been active in a number of professional associations. She has been an active member of the Professional Convention Management Association, authoring Professional Meeting Management 6’s chapter on Marketing Your Meetings & Conferences; American Society of Association Executives; American Marketing Association, active in the Non Profit Section; and Association of Fundraising Professionals, Co-Chairing National Capital Philanthropy Day for two years. Ellen has also received the Monument Award for outstanding community services from the Greater Washington Society of Association Executives (GWSAE), and the President’s Award for Outstanding Service, PCMA Capital Chapter.
Currently, Ellen serves her community in a variety of ways. She has served on the Board of Directors for City at Peace, a youth development organization that uses the performing arts to teach and promote cross-cultural understanding and non-violent conflict resolution; Doorways for Women and Children, an organization striving to end domestic violence and homelessness; and currently serves on the board of The Wellness Community DC, a community-based, nonprofit organization dedicated to providing free programs of emotional support, education and hope to people affected by cancer. She is also active in her church, Holy Trinity Catholic Church in Georgetown.
STEVE WATTENMAKER
Steve is a communications and marketing strategist with twenty-five years
serving association and nonprofit clients across the country. For the past
decade Steve’s firm, SimulConference Solutions, based in Alexandria, Va.,
has worked with meeting and convention planners to harness the web and
social media to reach prospective attendees and exhibitors. Steve’s national
clients have included the Council on Foundations, Association for Supervision
and Curriculum Development, Healthcare Billing and Management Association,
Families USA, the American Pathology Foundation, the Radiation Billing
Management Association, and the State of the World Forum. Local and regional clients have
ranged from George Mason University in Virginia to the Southern California
Association of Clinical Oncologists.
As an extension of his work with new technologies, Steve’s firm also has
assisted clients in developing and managing their e-learning programs.
After graduating from Colgate University and serving in the armed forces, Steve
began his communications career as a senior manager at Corporate Campaign,
Inc. in the early 1980s. Corporate Campaign gained national attention for
its groundbreaking approach to grassroots communications and fundraising
for progressive causes. Steve then served as Media Relations Director for a
large, national healthcare nonprofit organization headquartered in New York
City. He moved to Washington, D.C., in 1995 to open his own marketing
communications firm.

of expertise and experience – especially in the areas public relations, convention
marketing through social media, creative use of new technologies, and overall
communication strategy development.
